A study of organizational theory as the basis of social administration. The course focuses on the knowledge and skills necessary for administration and management. Emphasis is placed on principles, concepts and models of social welfare.

Text: N/A Reading Assignment: Chapter 1 Week 2 (8-23) Defining and Describing Management: This session focuses on the functions of management, management as an art and a science, management ethics; avoiding misconceptions about management. Text: Chapter 1 Reading Assignment: Chapter 2 Week 3 (8-30) What Makes Human Services Management Different?: This session focuses on an understanding of management, administration and the role of leadership in a human services context; the task environment, comparing human service organizations and manufacturing. Text: Chapter 2 Reading/Assignment: Chapter 3; Write a 1-3 page paper outlining your ideal human service organization of the future. Week 4 (9-6) Historical Origins of Current Approaches to Management: This session focuses on a discussion of scientific management, administrative management, critique of and responses to classical management theories. Text: Chapter 3 Reading/Assignment: Chapter 4 Week 5 (9- 13) Leading: This session will focus on the elements of leadership, the tasks related to leadership, leadership theories, variables which impact leadership and creating a favorable climate conducive to effective leadership. Text: Chapter 4 Reading/Assignment: Chapter 5 Speaker: Human Services Professional Week 6 (9-20) What is Planning?: This session focuses on the planning menu: missions, goals, objectives, strategies, policies, rules, procedures, programs and budgets; the types of planning that occur within human service organizations: strategic planning, day to day planning and contingency planning. Text: Chapter 5 Reading Assignment: Chapter 6 & 7 Week 7 (9-27) Midterm Examination Influencing Day to Day Activities of Others and Organizing People and Tasks: This session will examine how managers influence others through the use of power, directives, advice and controls to carry out assignments. Also, the session will review the ideal mix of influence as well as the issue of micromanagement. How managers can organize people, time, teams, and various tasks to accomplish the agency goals will be studied. Text: Chapter 8 Reading/Assignment: Chapter 9: Write a 1-3 page strategy for dealing with a challenging work group (homophobic, sexist, racist, and bigoted employees and those with different social economic statuses) Week 10 (10-18) Promoting a Productive Work Environment: Understanding individual motivation through a review of: (Maslow’s Hierarchy of Needs, Herzberg’s Two-Factor Theory, McClelland’s Needs Theory, and other theories of individual motivation); professional values and ethics; influence of the work group; loyalties; supporting staff growth through supervision, and alternative models of supervision. Week 11 (10-25) ****Interview Paper Due**** Promoting Professional Growth: Staff Performance Evaluations and Promotions: The benefits of evaluations; characteristics of a good evaluation; conducting performance evaluations; addressing problems, trends; professional growth through continuing education; promotions; and transfers. Text: Chapter 10 Reading/assignment: Chapter 11; Write a 1-3 page strategy for dealing with a challenging employee. Speaker: Human Resource Consultant Week 12 (11-1) Managing Staff Problems: This session will focus on some causes for problem behaviors; penalties and sanctions; inadequate job performance, job expectations; termination for unsatisfactory work performance; misconduct; job abandonment; managing the loss of other staff; and exit interviews. Text: Chapter11 Reading/assignment: Chapter 12; Week 13 (11-8) Financial Management and Technology Management: This session will deal with the use of financial management and technological tools to carry out the work of the manager. Also, the focus will be on managing resources; fund acquisition, sources of fund, as well as the potential uses of technology such as the Internet, E-Mail; and confidentiality threats to organizations. Text: Chapter12 Reading/assignment: Chapter 13 & 14 Speaker: Panel of present and former managers Week 14 (11-15) (Inventory Paper Due) Other Important Management Responsibilities: Topics to be discussed in this session will include: change management; management of staff turnover; program evaluation; and board management; Becoming and Remaining a Successful Manager: The session will examine common sources of stress, discuss whether a is management career is right for you; taking the job, new and preexisting positions, and surviving and succeeding as a manager. Text: Chapter13 & 14 Reading Assignment: “Who Moved My Cheese?” Week 15 (11-22) Last Day of Class The class will engage in a lively discussion on the short story “Who Moved My Cheese?” as a metaphor for management. In preparation for the final examination, a wrap up and review of the class will be presented . Text: “Who Moved My Cheese?” Week 16 (11-29) *******NO CLASS******* (Thanksgiving Holidays) Week 17 (12-6) Final Examination   WRITTEN ASSIGNMENTS The following criteria will be used to evaluate course performance: 40 % -Examinations- There will be two examinations given for this course, a mid-term and a final. Examinations will reflect materials from the text, lecture, readings, class discussions, audio visual aids and presentations. EPAS 4.0, 4.1, 4.1, 4.2, 4.3, 4.3, 4.4, 4.5, 4.6, 4.7 25% Interview with a Human Service Administrator (Due 10/25/13) We can learn a great deal about human service administration by reading, discussing, and participating in class exercises. But one of the best ways to find out about human service administration is to talk with people who are administrators/managers in human service organizations. For this assignment, I want you to interview an executive director, program manager, financial officer, or some other person in a management position in a human service organization in the Savannah (or out-lying) area. The agency can be either public/governmental, private non-profit, or private for-profit. The interview needs to be face-to-face. The interview should not take more than one hour of their time. The paper can be written in the first person if you prefer and it does not need to conform to the style of the traditional term paper. It should, however, be clearly and concisely written and free of grammar and spelling errors. Based on your interview, prepare a paper (10 pages) outlining your interview, what you learned about human service administration, and any reactions you had to what they said. Relate your assessment of the interview with information that you have acquired in the field, in the classroom and in your readings. Be specific. Your findings will be presented in class. Before you conduct the interview, we will spend time in class discussing relevant domains of information to be covered. There are many interesting questions you might ask. For example, you might ask about how they became a human service administrator? What organizational and administrative knowledge and skills did they acquire in their graduate program? What organizational and administrative knowledge and skills were not included in the curriculum? What organizational theory has been most useful in their work? Describe a typical workday. What are the biggest challenges they confront as an administrator in their effort to delivery social services? Describe the evaluation mechanisms used to evaluate administrators and staff. Describe the way(s) (including the evaluative tools and statistical package) that they conduct program review or program effectiveness. Describe the ways in which technology is used within the agency. Does the agency’s technology appear to be effective and useful for staff and for the delivery of service? Administratively, what do they see as critical issues confronting the human services today? What parts of their job do they like the most/least? What are the ethical dilemmas confronted by the agency. EPAS 4.0, 4.1, 4.1, 4.2, 4.3, 4.3, 4.4, 4.5, 4.6, 4.7 25% Individual Management Style Inventory (Due 11/15/13): Each student will write a 5-10 page paper based on the designated instruments and feedback to assess her or his leadership style. (See the questions listed in the survey instrument) This assignment is designed to enable you to assess your current leadership effectiveness as seen by yourself and a few people who know your work (at the internship or a current or past work setting). Please note that you will not be graded in any way on the substance of the feedback, but only on your thoroughness in collecting and analyzing data, summarizing results, connecting themes with course concepts and theories, and developing a viable action plan for further development. Also please note, for yourself and others, that forms should be filled out anonymously and returned to you. Assignment Criteria: _Distribute and collect the survey instruments after completion _analyze all feedback and include your personal assessment as well as the results and analysis of your profile in this paper. _also note how strengths and growth areas which emerged in the discussion with your field instructor compare with feedback from others. _Overall analysis and development plan component: Analyze the data using concepts and theories covered in class and readings (use citations with specific page numbers) and summarize the findings, noting strengths and opportunities for growth or new experiences. _refer to the results of the different pieces of data, and note any relationships, patterns, or connections. _what new insights, if any, did you get from the results? _how do your perceptions compare with other raters? _are there any important trends? Use specific examples to illustrate points as possible. You may also include any feedback or discussions you have had with your field instructor as data in this analysis and goal setting process. _list three development goals for yourself as a leader and prepare a personal development plan Papers will be graded on their responsiveness to the assignment as covered in the syllabus and attachments. Each paper should be typed and double-spaced, with numbered pages. Staple the upper left corner and do not include a cover or binding. Use 1" margins and 12-point type font, and APA format.
